2024:  1st Zero Tolerance Policy against Tar

Tar will share vlog about his 1st Zero Tolerance Policy incident at Chicago, Illinois in July 2024 in upcoming vlog. 
 

Future Vlog will covers:

  • In very early morning, 3rd day of COR, Vice President Stephanie Haulkin and Treasurer Michelle Cline approached Tar and they gave Tar a paper of Zero Tolerance Policy with no reasons/accusations explanation in it. They said because of rumors that claimed Tar caused problems at the Region 3 meeting and the others. The rumor is not true. They claimed that Tar is banned from attending conferences until 2028 and they tried to pressured Tar to sign Zero Tolerance Policy. The real truth is to be attempt to silence Tar. (Behind background- In fact, Tar has been very vocal delegate who had been challenge President Jenny Buechner and raised many important concerns. Tar's willingness to stand and speak up and hold the board accountable as it does made certain board members feel uneasy or uncomfortable. While Tar fought for more increased transparency, and some good troubles.)
     

  • Tar asked who made this report and point it out that Tar doesn't have any due process. They claimed told that it was Region 3 Rep Lisa Rose and Region 3 Rep Michael Deuel, who were the sources. (Later on, Lisa Rose and Michael Deuel confirmed it was not true.)
     

  • Tar disagreed with the Zero Tolerance Policy, refused to sign the paper and Tar demand for due process and appealed the decision. They claimed that Tar need to wait to hear from the board's decision... Tar missed COR meeting and missed all NAD's event for rest of day. 
     

  • The next day, at afternoon, the board made a decision that Zero Tolerance Policy against Tar was removed/dropped without explanation.
     

  • The following month, newly elected President Lisa Rose apologized to Tar for the false accusation that was made by the board.

  • Interim CEO Bobbie Beth Scoggins shared this Tar's confidential information with her friend, Paul Rutowski. Paul then told several people about this incident.
     

  • Tar was approached by 2 - 3 different people who were not involved in this matter. This raised concerns about serious breach of trust and confidentiality in Tar's case.
     

  • Tar reported this to NAD President Lisa Rose and Region 3 Rep Michael Deuel.
     

  • As of today, there has been no known follow-up regarding the alleged misconduct or ethics concerns involving Interim CEO Bobbie Beth Scoggins. This is how Bobbie got away with it.

  • Note: Tar did not response back because it stated this is final board's action.

2.) Jan 30, 2026- Tar attended NAD's San Francisco Office of Disability and Accessibility (ODA) Town Hall. All NAD Board members, including Interim CEO Bobbie Scoggins, were present. Tar was greet by all board members without any issues. However, Interim CEO Bobbie Scoggins was distant and did not speak to Tar at all. Tar was surprised and wonder because the Zero Tolerance Policy was not enforced during the event. See (flier)

3.) Jan 31, 2026- 3 Recorded Vlogs Next day, Tar attended the NAD Board meeting in person in San Francisco, California. After 5 between 10 mins later, NAD Vice President Chris Estrin told Tar to leave because Zero Tolerance Policy was still in effect. Tar explained that his membership is protected by NAD Bylaws and that Zero Tolerance Policy is no longer valid and it doesn't have any due process at all. In fact, Tar never receive any due process. Therefore, It is void and null... Chris then called NAD President Stephanie to come in. She was so clueless, still insist Tar to leave and Tar stood his ground and defended his rights as NAD member. Hotel security was called and leaded Tar to leave the hotel. (3 video recordings of this incident will be released soon.)

4.) March 23, 2026- Emailed Tar again by President Stephanie about membership status when Tar emailed to NAD Membership Coordinator (Link)

  • Note: Tar did not response back because NAD Board is not in compliance with NAD Bylaws.

4.) May 10, 2026- Tar established Facebook group called "Improving NAD" - https://www.facebook.com/groups/1348620247474442/ to create platform for anyone to share/express their concern and idea how to improve NAD.

Tar's Conclusion

  • For past 3 years, Tar has been mistreated by NAD... Interim CEO Bobbie Beth Scoggins and current Board unfairly weaponized the Zero Tolerance Policy against Tar:
    - to suppress his voice and criticism,
    - to rob his membership without due process,
    - to create emotional strain on him,
    - willing to violated the bylaws,
    - and tried to silence Tar for speaking out.

     

  • NAD has not been the same since President Melissa Draganac-Hawk's administration and CEO Howard Rosenblum left NAD. The problems grew much worse under Interim CEO Bobbie Beth Scoggins, a skilled manipulator who influenced inexperienced board members. Current board has not been able to fix this growing problems within NAD. (More of rather to say, they don't know what they are doing.) Non-Disclosure Agreement (NDA) has already proven to be another major failure of the current board.
     

  • Tar will always continue to stand and speak up. Tar questioned decisions, challenged the ultra vires, pushed for more transparency and accountability. While this definitely made some board members feel uneasy and uncomfortable, Tar understood it was all of necessary good troubles to protect the integrity of NAD.
     

  • The current board has been dysfunctional and they are no longer able to effectively govern NAD. Therefore, delegates at the Council of Representatives must make difficult decision by electing new president and board and bring accountability back to NAD where it is supposed to be.
     

  • Tar's message is simple: NAD cannot move forward without major change. This is the time to "drain the swamp" by sweeping out the current president & board and replacing it with people who knew how to focus on honesty, transparency, and good governance. Only then can NAD finally begin to heal, rebuild trust, and get back on track with its mission of serving and advocating for the Deaf community...
